I think a fun way to incorporate the casino theme would be to give casino chips to game winners, and then allow the guests to "cash in" their winnings for prizes and treats. You could also play card games like Uno, Crazy Eights, or Go Fish, so you can have a card-playing casino atmosphere without feeling like you're turning the kids into poker players.

Charley, you might be interested in 13th Teen Birthday Party Ideas for more party ideas. Since you mention a red carpet, I think a movie theme could be fun, and including a movie marathon would give you an activity for your guests.

Thanks for the suggestion, Dameion. A special birthday, like the 13th, 16th or 18th, can certainly be a good reason to have a party and can be used as a theme in decorations.
